  Concept of Capacity Enhancement Programme (CEP)
  Background
The re-visit of Regional Perspective Plans and Diocesan Perspective Plans has demanded Caritas India to accompany closely some of her local partners for enabling them to be professional, relevant to the aspirations of the target population and prevailing environment. Hence, accompaniment of 46 selected Diocesan Social Service Societies for enhancing their capacities to become efficient and effective organizations for Social transformation has been given importance.

Objectives

1 To enable the selected dioceses to think strategically and give a strategic direction to its activities
2 Increase the knowledge and skills of the personnel working with the diocesan social service societies and personnel associated with project management to enable them to better manage the projects (also to identify second level leadership and train them)
3 To facilitate necessary systems and structures for effective and efficient functioning of the organisation.
4 To enable consolidation and coordination of the programmes for optimum results.
5 To promote capacity enhancement in 3 levels at grass root, staff & organization.
6 To make the diocesan social work team more effective and efficient
7 To promote strategically effective development programme
Methodology
1 46 dioceses are identified for initial Capacity Enhancement Programme to be followed by Integrated Development through Empowerment and Action.
2 These 46 dioceses identified will avail the professional consultancy services of a development consultant for 2 days every month for three years or 24 days in one year.
3 He/she will provide professional support in putting in place necessary structures and systems for the professional management of the organisation.
4 Staff and all those who are associated with the diocese in programme implementation will be trained in project management, (project planning, implementation, monitoring, evaluation). They will be equipped with knowledge on networking, alliance building and advocacy at local levels.
5 Regional Forum will be requested to organise training at the regional level.
6 Ensuring certain amount of permanency of the DSSS Director and the Staff for the success of CEP.
7 Involvement of the Provincials/Superiors in this process
8 To network with other NGOs in the Diocese for greater results of the development interventions in the Diocese.
9 After 3 years of the programme (IDEA) there should be a commitment / contract for the next 2 years at least.
10 Develop criteria for selection of people for capacity building from within a diocese.
11 Regional Forum TOT to be activated for the CB programs within a region.
12 DSSS will propose the consultant, Regional Forum will identify the consultant and Caritas India will make appointment.
13 One consultant for at least 3 dioceses

  • DSSS’s Staff, Governing Board, Executive Committees and DPSC
  • Religious Personnel who are involved in social work.
  • Selected and committed lay people like village leaders and SHG leaders.

  • DSSS becomes a Professional Organization with appropriate systems and structures

  • Paradigm shift towards professional organizational management.
  • Democratic structure with due gender concerns in both institutional and community based management.
  • Structures to be developed to bring about synergy among the various Commissions in the Diocese
  • The organization system should include planning, implementing monitoring, evaluating, reporting and documentation.
  • Review of DPP plan for every 5 years
  • Improve the participatory system of decision-making, planning & implementation, monitoring & evaluation.
  • Encourage external monitoring and evaluation.
Criteria for the selection of dioceses
1 All new dioceses created for the last 7 years.
2 Where the capacity for effective animation programmes need to be promoted.
3 Where systems and structures to become an effective and efficient organization need to be promoted.
4 Where Caritas India does not have major involvement.

Parameters for the identification of Dev. Consultants
1 The DC will be identified with the help of Regional Forum or RO preferably from the same region.
2 A senior person with commitment and dedication
3 Knowledge of local language and culture
4 With Leadership qualities
5 Experience in OD process
6 Experience in Capacity building.
7 Who understands the Church Structure
8 Faith –Based
9 Have good assessment skills for the organization, of the capacity building needs.
