  Concept of Integrated Development programme through Empowerment and Action (IDEA)
  Goal of IDEA:Integrated Approach to Development in a Diocese
Strategy for the Goal: To build up the capacity of the DSSS to take up this ROLE of bringing about Integration at the Diocesan Level.

Objectives of IDEA:

1 Arrive at an accepted Diocesan Development Perspective.
2 Have an Organisation (DSSS) that supports this perspective and assists in realizing the Objectives related to this Perspective.
3 Organisation that is facilitating (DSSS).
4 And a Structure that Plans, Monitors and Directs the achievement of the goals (CDC).
Strategies for the Objectives
1 Bringing together DSS/Congregations/and like-minded organizations on a common platform.
2 Integrated Approach to Development instead of piecemeal Approach – Perspective, Programme, Achievements.
3 Integrate the identified Thrust Areas into the Programme.
4 Integrating all the ongoing Programmes – funded by CARITAS in the area as well as all programmes implemented by DSSS.
5 Organisation Development of DSSS for the Integrated Approach.
6 Facilitating the formation and functioning of Core Development Cell for Planning, Monitoring and Evaluation of Programme.

1 Role of diocesan directors on IDEA projects

7 Role of Regional Manager/Officer
  • Enable the Development Consultant to focus on the Organisational Structures and Systems in the diocese
  • Identify the capacity building requirements and facilitate the DC and Regional Forum to provide specific training.

Management Information System
1 The proposed systems for documentation
  • Set-up MIS / Documentation systems at Caritas India & DSSS level.
  • Develop formats for data collection and familiarize them with the grass root partners.
  • Develop audio- visual documentation from the inception of the project to end
  • Obtain and incorporate case studies of best practices and recommend it for replication
2 The reporting system – Format/Duration
  • Develop a progress report /financial report format for reporting
  • Develop a project manual, which contains formats, procedures, agreements, rules and regulations etc
  • The duration of the reporting (both for progress and finance) has to be month wise and narrative reports to be on Quarterly basis
Monitoring & Evaluation System for IDEA
Caritas India (HO and RO), DC, RF, DDSW, CDC and the Co-ordinator of IDEA programme in the diocese are responsible for the monitoring of the progress of IDEA
  • It should be done on day to day basis by the co-ordinator
  • Weekly basis by the DDSW and
  • Quarterly by the others (Caritas India (HO and RO), DC, RF and CDC)
Proposed process for monitoring
  • RPT (Review, Planning and Training) as suggested and planned by the DDSW, RF, DC and CRO.
  • Field visits
  • Coordinators meeting in every 3 months with Caritas India personnel
  • Reviews meeting of the Directors of IDEA Programme
  • Review meeting of the consultants.
  • External evaluation every year.
Systems to be developed
  • Develop a format for review meeting of Directors and consultants.
  • Develop format as per action plan / LFA for the quarterly co-ordinators meeting.
