Caritas India’s Swift Response to Compounding Crises in Manipur

In early May 2024, a series of severe hailstorms devastated multiple districts in Manipur, causing extensive damage to homes, infrastructure, and agriculture. These storms, characterized by unusually large hail and high winds, have left thousands of households vulnerable, particularly in rural areas where subsistence farming is the primary means of livelihood. This natural disaster struck a region already suffering from ongoing ethnic conflict, compounding the vulnerabilities of the affected communities.

Recognizing the urgency of the situation, Caritas India launched a rapid response initiative on May 18, 2024. Remarkably, within just five days of project approval, our relief efforts reached the communities in dire need. So far, we have been able to assist over 50 beneficiaries, providing much-needed relief and hope. The swift action has made a significant impact, as highlighted by the feedback from a community member: “I was surprised to get the relief so quickly. I never expected it would come this fast because of my previous experiences when I had not received any support. Some people also said that it takes very long for the aid to reach. I will now start repairing my house before the monsoon starts. It doesn’t matter how much the support is, but hard work and intent always touch our hearts. I am happy that I can at least repair my house.”

Caritas India’s intervention is designed to address both the immediate and long-term needs of the affected populations through a multi-sectoral approach. The total target population encompasses 1,164 households, amounting to 5,223 individuals. Our efforts focus on three primary sectors: Shelter and Non-Food Items (NFI), Multipurpose Cash Assistance, and Protection Services. The shelter and NFI component aims to provide immediate housing support and essential household items to 475 households whose homes or camp shelters were destroyed or severely damaged. This initiative is critical as it ensures that families have a secure place to live, protecting them from the harsh environmental elements. In parallel, the multipurpose cash assistance program is designed to empower 689 households to meet their immediate needs in a dignified manner. This approach allows families the flexibility to prioritize their expenditures, whether it be on food, healthcare, or restoring their livelihoods, thereby supporting their journey towards recovery and self-sufficiency. Furthermore, our protection services focus on preventing violence and exploitation, with particular attention to the most vulnerable groups, including women, children, and the elderly. By implementing these services, we aim to create a safer environment that supports the overall well-being and dignity of the affected individuals.

Our immediate achievements include significant strides in enhancing shelter security, with the goal of having at least 80% of the targeted population report improved shelter conditions. We also anticipate a 75% reduction in shortages of essential goods among the population served, facilitated by the multipurpose cash transfers. Additionally, our protection services aim to reduce violence and exploitation, with at least 50% community engagement in feedback mechanisms. Looking ahead, our mid to long-term goals (2-6 months) include the recovery or initiation of sustainable livelihood activities for at least 60% of households with the aid provided. We also aim to see a 50% decrease in common health ailments due to improved living conditions and better access to healthcare. Enhancing community cohesion is another critical objective, with a target of a 40% improvement in community cooperation and harmony, fostering a more cohesive and supportive environment.

By reinforcing shelter, providing essential items, and enabling financial flexibility, Caritas India is dedicated to making a lasting impact on the lives of those affected by these devastating events.
