Internal migration, both within and across states, is a reality in India. According to the Census 2011, every third citizen of the country is a migrant and of these, 69 percent are women. However, we lack a comprehensive database of internal migrant workers including seasonal or circular migrants. The intra and inter-state migration contributes to the socioeconomic status of households and benefits both the region that people migrate to and where they migrate from. Despite their contribution to the socio-economic development of the source states, migrant workers often face deprivation of their rights. They are denied decent wages, living conditions and recognition as workers. It is also a fact that there are no government migration policies that promote their socio-economic well-being.
The covid-19 pandemic exposed the vulnerability of internal migrants, particularly those in lower-paid jobs and in the informal sector and highlighted their exclusion from state welfare measures. It was against this background that Caritas India decided to address the issues faced by migrants through Jeevan Nirman Program. It covers 52 locations from two source states (Madhya Pradesh and Chhattisgarh) and 13 locations from the destination state (Tamil Nadu).
Caritas India inaugurated Migrant Resource Centre (MRC) at Salem, Tamil Nadu aimed at empowering and supporting migrant communities residing in the region. The centre was inaugurated on 19th July 2023 by Rev. Fr. Selvam Francis, Parish Priest Yercaud and former Director of Salem Social Service Society. The centre will serve as a crucial hub to address the needs and challenges faced by migrants.
The MRC in Salem is a walk-in resource centre for intra and interstate migrants. The centre offers a wide range of services including support in accessing information, creating identity documents, skill enhancement, linking the target population in need with legal services, providing referrals, etc. The MRC aims to provide a safe and welcoming space for migrants, offering various services and programs designed to enhance their well-being and integration into the community.
The MRC centre will serve as a valuable resource for migrants, empowering them and facilitating their successful integration into the local community.
