Caritas India’s Saksham Program Drives Change through Grassroots Governance

The village of Mawaiya Kalan in the Prayagraj district of Uttar Pradesh has seen some great changes. It has emerged as a testament to the transformative power of Caritas India’s Saksham program. This initiative, centered on sustainable agriculture practices and pioneering good governance, has become a catalyst for change, fostering a profound sense of collective action and empowerment within the community.

Mr. Mohan Kumar, a resident, shared, “After the Saksham team started working in our village, we learned about the power of SHGs, the importance of collective action, and gained insights into organic farming practices.” Inspired by the program’s teachings, the community took a proactive stance, forming a Village Development Committee to address longstanding issues such as roads and drinking water.

Expressing frustration with the inactive local governance, Ms. Sunita Pawar highlighted the need for immediate attention to pressing issues. The Saksham team played a pivotal role in helping the community identify key challenges and develop a micro-plan for the village. Ms. Pawar emphasized the importance of demanding rights and decided to call for a special Gram Sabha to discuss these pressing matters.

Ms. Mira echoed the sentiments of many, pointing out the absence of a hand pump in their ward and the deteriorating condition of drainage. The community’s frustration with official apathy was palpable, prompting them to seek accountability from elected representatives.

Under the guidance of the Saksham team, the community navigated the complex process of calling for a special Gram Sabha. Facing initial resistance, the team rallied influential community members to educate each ward on the significance of the special Gram Sabha and their right to demand change. The application was submitted, overcoming reluctance from the Pradhan, and a notice for the special Gram Sabha was eventually posted.

During the meeting on August 19, 2023, community members passionately presented their demands, including main road construction, hand pump and water tank installations, and drainage construction. Mr. Bhurelal, an active member of the farmer’s club, highlighted the detailed discussions and the community’s active participation.

Despite a prolonged discussion, it took more than five months to see tangible progress on the ground. Initiating the construction of a hand pump as per Pradhan’s instructions marked the beginning of change. Mr. Sushil Kumar noted the surprising realization that the community had the power to influence change that had been in their hands all along.

Reflecting on the completed projects, Ms. Karishma Tiwari expressed amazement at the newfound infrastructure in their ward. Mr. Mohan added, “The road construction, pending for years, has brought joy to the community. Children now play freely, and they can travel to school safely.”

Caritas India’s Saksham program stands as a symbol of empowerment, demonstrating how community-led initiatives can bring about lasting change by holding local governance accountable and securing entitlements through persistent efforts. The victory in Mawaiya Kalan serves as a testament to the program’s impact on grassroots governance, leaving a lasting legacy of positive transformation in the community.
