Empower Asia: Strengthening Local Leadership in Disaster Management

In a bid to fortify local capacities in disaster readiness and management, Caritas India spearheaded a transformative 2-day training program in Guwahati, Assam, from April 23rd to 24th, 2024. This initiative, part of the EMPOWER series, aimed to empower partner organizations working in emergency response across Manipur, Mizoram, Assam, and West Bengal.

The training, themed “Training of Trainers (TOT) on Emergency Response and Volunteer Management,” centered on equipping participants with comprehensive knowledge and practical skills essential for effective disaster management. Central to the program was the development of Standard Operating Procedures (SOPs), which serve as guiding frameworks during emergencies, delineating the roles and responsibilities of each stakeholder and streamlining operational processes including procurement.

A pivotal aspect of the workshop was the deliberation on volunteer management systems, addressing the nuances of volunteer dependence and fostering closer collaboration between social organizations and communities to encourage volunteerism. The event attracted a diverse array of experts, directors, and participants, fostering an enriching exchange of experiences and insights crucial for crisis management.

Underpinning Caritas India’s strategic framework for 2018-2023, the training exemplified the organization’s commitment to empowerment and localization in humanitarian interventions. By advancing local leadership and adhering to the principles of the Grand Bargain, Caritas India aimed to enhance local capacities on inter-agency platforms, both at the state and national levels.

The workshop unfolded with Fr. Jolly Puthenpura’s inaugural address, emphasizing the imperative of evolving as social entities and nurturing stronger communities to exemplify resilience through local leadership. Ananth Kaliyaperumal, Strategic Partnerships Manager, underscored EMPOWER Asia’s objective of fostering new skills and institutionalizing systemic change.

Structured group work and intensive sessions led by Anjan Bag, Thematic Lead – Humanitarian Aid & DRR and Monisha Majumdar, Thematic Associate, Humanitarian Aid & DRR from Caritas India delved into SOP frameworks, elucidating roles and responsibilities and facilitating practical exercises for drafting effective SOPs. Monisha focused the second day’s session on Volunteer Management, defining volunteerism and culminating in participants crafting comprehensive volunteer management manuals.

Feedback from participants highlighted the program’s efficacy in enhancing local disaster response capabilities through interactive sessions and demystifying technicalities. Armed with enhanced skills and a deeper understanding of humanitarian efforts, participants departed with the ability to identify key actors, comprehend emergency protocols, and implement SOPs and volunteer management plans within their organizations.
