Odisha Schools Armed for Disasters as Caritas India Equips Coastal Classrooms

Caritas India has handed over specialized Comprehensive School Safety Kits to four vulnerable educational institutions in coastal Odisha, converting ordinary classrooms into fully equipped frontline disaster response centres. The distribution forms an integral milestone under the Caritas Japan supported project, Empowering Communities for Resilience Building in Odisha.

The on-ground handover took place on October 15, 2026, when the Caritas India officially delivered an emergency preparedness unit to the Headmaster of Project Upper Primary School in Bodas village, located in Kanas block of Puri district. The event brought together the local Gram Pradhan, Village Disaster Management Committee representatives, school management authorities, teachers, and students, all united by a single goal of making their learning spaces safe and secure against nature’s worst hazards.

The intervention directly drives the primary objective of the initiative, which seeks to strengthen grassroots disaster preparedness, embed risk informed local governance, and build durable community resilience across the hazard prone coastal districts of Puri, Ganjam, and Balasore. Due to their vulnerable geographical position along the Bay of Bengal, extensive river networks, and erratic climatic trends, these coastal districts bear the constant brunt of severe cyclones, coastal storm surges, heavy flooding, lightning strikes, and extreme heatwaves.

When climate disasters strike these low-lying areas, schools are hit hard. Buildings, teaching materials, water infrastructure, and sanitation facilities suffer severe damage, disrupting children’s education and creating acute hazards for both students and staff. Because many rural schools also serve as formal evacuation and relief shelters for entire villages during severe storms, ensuring their self-reliance during emergencies is a matter of survival for surrounding communities.

While earlier phases of the project trained local teachers, students, and committee members on hazard identification, evacuation planning, and the creation of School Disaster Management Plans, local responders often lacked the physical resources to put those plans into quick operational effect. The provision of these safety kits directly solves that problem.

Instead of facing an emergency empty handed, each school now possesses a full array of essential equipment. The supplies cover critical operational areas including early warning communication, personal protective safety wear, basic search and rescue, safe evacuation, early fire containment, and initial medical monitoring. By having immediate access to stretchers, high intensity lighting, safety helmets, protective gloves, alarms, megaphones, and diagnostic monitors, designated responders can coordinate lifesaving actions before outside aid arrives.

During the Bodas village distribution, Caritas India specialists walked local leaders and teachers through the proper maintenance, storage protocols, and emergency applications of the hardware. To ensure these supplies are used effectively under real pressure, hands on simulations and evacuation mock drills will take place across all project schools in the coming weeks.

By placing safety assets directly into the hands of local school authorities and village disaster teams, Caritas India and Caritas Japan are turning vulnerable coastal schools into self-reliant community lifelines before the next storm hits.
