Highly Marginalised rural population in the Indian states of Assam, Bihar, Odisha and West Bengal, officially referred by the Indian Authorities as Scheduled castes and scheduled tribes and living in a particularly disaster-prone regions with poor food security Indicators are the direct beneficiaries of the program. In Particular, migrant workers and daily wage workers living outside social security system is an important target group. A multi layered approach at Micro-Meso-Macro Level. Particular attention is paid to women, children and person with disabilities in these communities.

The program cooperates intensively with the employee of the relevant state welfare and development programs, the elected representatives of local authorities, and local self- governing bodies as well as other civil society organisations and networks.

The global program will play a key role in driving structural change through a multi-level approach at the micro, meso and Macro level through improved access to the government social benefits, improved self help capacities and more effective implementation of government development programmes.
