Innovative ‘Dakshina’ Concept aiding Community Contingency Fund in Flood-Prone Dhemaji District

In a pioneering move to combat the persistent threats of floods and disasters in Dhemaji district, Caritas India’s Global Programme, supported by the Federal Ministry for Economic Cooperation and Development (BMZ) and Caritas India, has introduced a groundbreaking initiative – the Borlung NC TFG Community Contingency Fund. Aligned with global program goals for updated risk analyses and disaster prevention plans, this community-driven fund ensures not just immediate relief but also long-term resilience.

The seed for this innovative approach was planted during the World Environment Day Celebration in 2023 when the village head of the Sirkali NC villages under Namoni Sisitongani panchayat, Dhemaji, proposed the idea of a contingency fund. Inspired by the traditional Assamese and Missing practice of ‘Dakshina,’ where offerings were made for imparting knowledge, the Global Program embraced the concept for a noble cause.

The ‘Dakshina’ concept is now aiding the Community Contingency Fund, which involves the collection of Rs.10/- per household per month, creating a community-managed resource pool. This democratic initiative promoted by Global Program, championed by the Village Disaster Management Committee (VDMC), aims not only to address emergencies like floods, storms, or earthquakes but also to build a sustainable future for the community.

The community has proactively prepared a contingency plan covering peace, emergency, and post-disaster times. During peace, funds will be utilized for procuring utensils, tarpaulin, agricultural tools, and small business initiatives, generating revenue for the fund. In emergencies, community kitchen utensils and shelter tarpaulins will be available free of charge, with minimal fund utilization for critical needs like hospitalization and ration.

Post-disaster activities include the restoration of water sources and livelihoods for the most vulnerable families, supported by resource mobilization from line departments and other sources.

Ensuring the sustainability of the Community Contingency Fund, the initiative has been registered under the Borlung NC Task Force Group (TFG). This strategic move facilitates easy access to government services, including loans, ensuring the fund’s longevity even after the project phases out from the village.

Despite initial challenges, including the lack of a PAN Card, the TFG persevered, and the Borlung NC TFG – Community Contingency Fund’s bank account was successfully opened on January 17, 2024, under UCO Bank Dhemaji Branch. A general meeting held on January 24, 2024, led by the Women Development Centre (WDC) team, outlined future action points, emphasizing the need for a detailed business plan to mobilize funds for emergencies and social activities.

Sachin Pegu, a task force member, expressed gratitude for the contingency plan, highlighting its potential to address challenges during floods, safeguard livestock, and combat waterborne diseases.

The next general body meeting is scheduled for February or March 2024, marking a promising chapter for the sustainable and community-driven resilience initiative in Dhemaji district.
